Hi - I'm afraid I don't know of any obvious or easy fix for this one - might well be a limitation in the tearfree implementation. The mailing list is the right place to take this though - this forum is mainly for help with the 01.org graphics stack update tool itself, but the tearfree/rotation bug appears to be a more fundamental class of problem.

Summary:
There was a fix available in the repository on the master branch of the xf86-video-intel drivers, so I cloned the repo (guide for steps needed found here: https://01.org/linuxgraphics/documentation/build-guide-0 ), made sure I was on the master branch and built it.
The standard output of running "make install" where into /lib/xorg/modules/drivers/ directory, while my xorg used the files in /usr/lib/xorg/modules/drivers/ (found where xorg picked its drivers from in the xorg log), so I had to move it after successfully building.
A swift reboot after that and it worked.

I am unable to rotate my screen orientation when using the Intel TearFree = true option. The screen turns black for a second before it returns to its previous orientation with an error message.

The only post I have found with the similair issue was recomennded to turn to the email list, and had no further information, and looking through the email list archives I couldn't find the issue mentioned around that time, or later.
