We've seen this before: It usually means the packagekit daemon is not installed or not running: We've only seen it by default when running an Ubuntu variant that uses something other than Gnome or Unity as the desktop: The XFCE variant, for example - although it is possible to get to this state by uninstalling packagekit or shutting down the service manually. [Re]installing packagekit should fix this.
