Can't add much without that NUC to test on, but a couple of things jump out at me:
- the kernel doesn't (yet?) support the output format that the display wants
- video playback is not using VAAPI acceleration (I suspect).If you use a video player that supports VAAPI you should get much better performance.

Summary:
Windows 10 Pro - smooth 4K video playback, ~25% CPU usage (vlc)
Ubuntu 16.04.1 - choppy 4K video playback, ~150-200% CPU usage - seems to be doing software decoding (vlc) [totem and mplayer are better but still dropping frames]
HDMI 4:2:0 doesn't work.
